My team is in charge of the most important issues in JSC MNGE: saving lives and preserving health of workers in the process of production activities, monitoring the compliance with RF legislation in the field of industrial and environmental safety, occupational health and civil defense.
We are in constant close collaboration with medical institutions, training centers, regulatory authorities. With our direct participation, the Company arranged safe operation of hazardous production facilities in accordance with FZ-116.
In the last years we have had a lot to be proud of. Thanks to well-coordinated work of all departments, our Company was awarded 3 certificates of appreciation/acknowledgment by the Client.



Safety screen:
A Safety Screen was installed to display information on the status of safety level at production facilities of JSC MNGE. It illustrates the total number of work days, the number of accidents at production, the number of days in an accident-free period.
Risk under control
According to how PJSC Gazpromneft estimates the efficiency of its contractors’ activities, JSC MNGE is included in TOP-10 of contractors who fully implement the requirements of the Safety Framework, take TOP CM measures, and it is in the green rating zone by having 100 out of possible 100 points in terms of industrial safety.

HSE implementation in JSC ModulNefteGazEngineering
JSC MNGE carries out its operating activities at the northernmost onshore oil field developed in Russia, in the arctic climatic zone, West-Siberian oil and gas province.
As a consequence, severe climatic conditions of the region (the air temperature goes down to minus 60°C in winter), wind, challenging terrain, no transport infrastructure.
Commitment of JSC MNGE’s management to HSE principles is organized at a high level. To obtain the best results, JSC MNGE’s management considers “safety” as an element which is as important as cost price, capacity, work quality or relations between employees.

The management of the company fully realizes its responsibility for safety of personnel and creation of comfortable work conditions. With this regard, as of today, JSC MNGE has developed an Industrial, fire, transport and environmental safety, occupational health and civil defense policy which regulates the activities of the company.
Fulfilling its obligations, the Company remains an acknowledged leader in establishing and complying with HSE requirements during the construction and operation of production facilities, which is confirmed by letters of acknowledgment by the Client.
The management of the joint-stock company ModulNefteGazEngineering has undertaken personal HSE commitment under the developed Policy. A Regulation on bonus awards to employees was created in order to improve work management and motivate employees to comply with HSE requirements. HSE meetings are held on a quarterly basis under the chairmanship of the General Director, with participation of department heads and production personnel of JSC MNGE. JSC MNGE organizes training seminars and advance training courses devoted to industrial safety issues in order to ensure constant proficiency enhancement and to develop a culture of positive attitude to HSE issues by employees.
In accordance with the requirements of Federal Law No. 426 “On special assessment of labor conditions”, the company assessed labor conditions at all work places in production facilities in 2020 in order to fulfill its obligations as an employer and ensure safety of employees in the process of their work and the rights of employees for work places complying with the state regulatory requirements of occupational health.
Annually we spend over 2,000,000 rubles for personnel training and over 7,000,000 rubles for HSE in general.
For example, a seminar “TOP-1000. Improvement of HSE culture, with participation of one of PJSC Gazpromneft affiliates, on the basis of the view shared by all business” was held on June 2, 2016, in the Sheraton hotel Ufa. The total number of participants was over 30 people, with participation of representatives from top management of the Client, PJSC Gazpromneft. Thus, JSC MNGE became the first place to hold such event.
A seminar “Risk management and accident investigation in the industrial safety control system” was held in February of 2018 in the Hilton Garden Inn Ufa Riverside hotel. The seminar was attended by managers and specialists of the company, as well as representatives of one of PJSC Gazrpomneft affiliates. LLC Nordic Consulting Resources (LLC Nordic) was in charge of the training. The number of participants was over 50 people.
A joint seminar of JSC MNGE and Client representatives was held in September of 2018 in the conference hall Assel of the Hilton Garden Inn Ufa Riverside hotel with an aim of a detailed study and creation of a single approach to the requirements of industrial and environmental safety, occupational health and civil defense. Participants took an active part in discussions, every person formed their personal role in the process of HSE culture improvement in the company.
After PJSC Gazpromneft introduced a system of HSE rating for contractors, the activities of JSC MNGE related to industrial safety started to be built on carrying out activities included in the Contract management plan, submitting reports upon Client’s request, timely closing of HSE comments.
All managers and specialists of JSC MNGE undergo certification for industrial safety using a direct connection to the Information system of the Rostekhnadzor Unified Testing Portal
Before work performance we estimate potential risks and, if necessary, take corrective measures to eliminate hazards. The use of the “5 stages” methodology is a high priority before the start of any production target. The first stage implies studying the future work. The second stage includes the definition of potential hazards and unpleasant consequences. The third stage of the methodology implies formation of steps to eliminate a potential risk. The fourth stage shall give an understanding what to do if unexpected circumstances occur. The last stage implies making a decision on the re-start or start of work.
Qualification of employees
It is a rule in JSC MNGE to emphasize the importance of a medical examination for employees going to work in the conditions of the Far North. It means a preliminary (periodic) examination and an examination directly on the work site.
An obligatory condition of work in the company is the provision of certified personal protective equipment to each worker taking into account a special climatic zone and a kind of work performed. For example, all footwear shall have a metal/composite toe puff to protect against mechanical action.
The rotation camp of JSC MNGE was upgraded with a drying portacabin, a drying rack for footwear, drying cabinets for personal protective equipment.
JSC MNGE has its own training class where requirements of PJSC Gazpromneft are taught.
Drills carried out regularly with production personnel for the Emergency Response and Localization Plan at a hazardous production facility, Days of Safety arranged with obligatory invitation of the Client representatives, Technical supervision for the personnel of JSC MNGE to familiarize directly on site with the requirements of regulatory engineering documentation of the Russian Federation, as well as with all Safety Alerts and Lessons Learned developed based on the results of accident investigation with other companies – all these mechanisms upgrade the qualification of employees, solidify their practical skills.
A lot of attention is given to transport safety. Technical conditions of transport are strictly monitored before releasing the transport for work, drivers undergo a “Winter, defensive driving” program.
All vehicles of JSC MNGE are fully equipped with a GLONASS satellite monitoring network, tachographs, safety belts, two-way video recorders, firefighting and medical aid facilities, required safety signs and tools.
JSC MNGE complies with rules of environmental monitoring at the enterprise and takes all effort to minimize damage inflicted to the environment, by involving its employees into nature protection activities, among other things. The personnel is trained how to handle waste. Even in autonomous conditions there is a possibility to dispose of waste using a burning unit Forsazh-1. Waste is collected separately.
Efficiency of HSE in JSC MNGE is confirmed by the following:
- Absence of accidents at the production facilities;
- Absence of emergencies;
- Introduction of international environmental management system ISO 14001:2004, occupational health and safety system OHSAS 18001:2007
- Introduction of the “Safety Framework” requirements.
The list of measures taken to improve work and occupational health conditions, to reduce the level of professional risks in JSC MNGE is increasing every year.
All HSE specialists of JSC MNGE are recognized with letters of acknowledgment by the General Director of the Client for their personal contribution to the development of HSE culture at work sites.
